Your idea sounds really great to me!
About the technology to use, I do not have any idea, I only think that it has to be as simply to use as possible, and not fully public (reserved for Gephi forum registered users?)... May be a simple GoogleMaps could do that well, indeed

Oups, sorry for this, it has been fixed (it was an "orthographical" issue), and I agree with you about the initial value of center, so this has been changed to "true" (more user friendly, it prevents to search for the graph after the layout).
